Marcy represents the Ninth District of Ohio which stretches along Lake Erie's coast from Toledo to the Cleveland. Marcy  is the longest serving woman in the House, the senior most Democrat on the powerful House Appropriations Committee which controls government spending and is the Dean of the Ohio Delegation.

The daughter of a Polish-American, working-class family, Marcy has mirrored the hardworking, bootstrap nature of her district. Her family ran a small grocery and her mother also worked at Champion Spark Plug, where she helped organize the workers into an auto trade union. 

Marcy is the leader in the House on a range of issues that impact Americans including investing in clean energy, fighting for fair trade deals that raise wages and her bill to restore Glass-Steagall and break up the big banks, the Return to Prudent Banking Act. Marcy is also the leader, along side Senator Bernie Sanders, in efforts to protect pensions from harmful cuts with the Keep Our Pension Promises Act.
