Congresswoman Marcy Kaptur is seeking reelection to the U.S. House of Representatives from Ohio's Ninth Congressional District. The Ninth District stretches along Ohio's Lake Erie coastline from Cleveland to Toledo and includes parts of five counties -- Cuyahoga, Lorain, Erie, Ottawa and Lucas.

The daughter of a Polish-American, working-class family, Marcy’s life and service mirror the bootstrap, hardworking nature of her district. Her family ran a small grocery and her mother also worked at Champion Spark Plug, where she helped organize the workers into an auto trade union.

Marcy began her public career as an urban policy adviser to President Carter. She and her colleagues crafted numerous bills on housing and urban development, including the Community Reinvestment Act. In 1982, while she was pursuing a Ph.D. at MIT, she was recruited by local Democratic Party leaders to run against the incumbent Republican, whom she defeated in an upset that attracted national attention.

Marcy is the longest serving woman in the House, having served 17 terms. She is currently seventh in seniority among the 435 Members of the House and is the ranking Democrat on the House’s Energy and Water Appropriations Committee.

She uses her experience and seniority on the Appropriations Committee to secure vital federal investments for the Ninth District, focusing on jobs, economic growth, infrastructure and support for veterans and our military.

Marcy has dedicated her career in public service to fighting for workers and businesses that are trying to get a leg up. That includes fighting the special interests in Washington to make sure the federal government is working for the American people, not wealthy donors and lobbyists.

Marcy is a champion for the Midwest in Congress. She is focused on getting big money out of politics, holding Wall Street accountable, fighting against bad trade deals that harm workers and create a race to the bottom for wages, ensuring access to health care for all, and restoring our Great Lakes.

A lifelong resident of Ohio, Marcy is a member of Little Flower Roman Catholic Church and a graduate of St. Ursula Academy. She earned her Bachelor of Arts in history from the University of Wisconsin and a Master of Arts in urban planning from the University of Michigan.




Marcy’s top priority in Congress is strengthening the economy and creating jobs for everyone. She believes Congress should work together to boost manufacturing, health care, infrastructure, and clean energy — all with the goal of creating good paying jobs.

Marcy is the Co-Chair of the House Great Lakes Task Force, where she brings Republicans and Democrats together to defend vital programs like the Great Lakes Restoration Initiative and other conservation efforts that invest in Lake Erie.

Marcy helped forge the public-private partnerships that are building a vibrant alternative energy sector in northern Ohio. She secured the federal funding to build the largest solar field in Ohio at the 180th Fighter Wing base in Toledo, alternative energy enhancements at the Camp Perry National Guard base in Ottawa County, an energy cooperative in Lorain County, a wind power pilot project in Cuyahoga County, and a solar field to power the central pylon for the Veterans Glass City Skyway bridge over the Maumee River.

That span, which represents the largest bridge project in Ohio history, is testament to Marcy Kaptur’s commitment to infrastructure improvements and the jobs they help create.

Marcy is the author of legislation that created the National World War II Memorial in Washington, D.C. A true believer that the best ideas come from her constituents, Marcy was spurred to action by an idea from a rural mail carrier who approached her at a local fish fry. His question prompted her to introduce legislation to build a World War II Memorial.

Marcy has been honored by the Veterans of Foreign Wars with their coveted Americanism Award. She is also the only woman ever to receive the American Prisoner of War “Barbed Wire” Award for her commitment to veterans.

An outspoken critic of the reckless policies of Wall Street banks that led to a near economic meltdown, Marcy is a leader in Congress to break up the big banks and restore prudent banking to our financial system. Her bill the the Return to Prudent Banking Act, has bipartisan support and will restore Glass-Steagall protections.

Marcy Kaptur authored the first energy title in a U.S. farm bill and pioneered the Senior Farmers Market Coupon program, which provides eligible seniors with coupons for fresh fruit, vegetables and foodstuff.
